Use this guide to review DOE project documents before final submission. Documents should be complete, accurate, and aligned with the customer, homeowner, property, and LUMA account information.
Before submitting the installation package, confirm that each required document meets the requirements below. Missing information, unclear photos, incorrect names, or mismatched addresses may result in DOE rejection.
1. Signed Agreement
The contract must establish clear and compliant ownership before installation begins.
Document must be signed by the homeowner, and NOT the beneficiary (if they are not the same person)
Document must be signed by the homeowner ON or BEFORE the installation start date
Address on the contract must match the installation physical address
2. Proposed Design
Plansets submitted at M1 must match the current LUMA account holder information and include the required stamped and unstamped versions
Design must be in the name of the current LUMA account holder, not that of the beneficiary or homeowner, should they be different
The LUMA account holder’s name should be on all the pages of the planset
All pages of the planset must be stamped
Submission must include an unstamped version of the planset
3. Site Assessment (SA)
The Site Assessment must clearly identify the project, property, and homeowner/beneficiary information. Photos must be clear and free of compliance issues.
SA must include the project ID number (SIF), the homeowner/beneficiary name and the physical address
If the beneficiary is not the homeowner, this document should be in the name of the HOMEOWNER
If any construction work is visible in the photos, please clarify the situation
If any pre-existing solar panels are present, please clarify the situation, including removal details
No people should appear in the background of any photos, as this may provoke a DOE rejection
No photos should appear as blanked or blacked out
Document should include the most recent copy of their LUMA bill
4. Final D&E Design
The final engineering and design deliverables require complete documentation and official verification.
Design must be in the name of the current LUMA account holder
All pages of the document must be signed and Sealed/Stamped
Seal must be in the designated space on the document
Must be the full final design document (not just the first page)
Must contain the full and correct property address
5. Installation & Commissioning Package
The Installation & Commissioning Package must include the required project details, installation photos, and commissioning documentation in one complete PDF.
Document must include the project ID number (SIF), the homeowner/beneficiary name and the physical address
If the beneficiary is not the homeowner, this document should be in the name of the HOMEOWNER
Must contain complete range of photos from the installation (roof, electrical, storage and commissioning)
Completed package must be on a single PDF document
Must contain a commissioning section with system performance, configuration and functional test result screenshots/document
These screenshots need to be clear and fully legible
Document should EXCLUDE a copy of the Final D&E Design
No people should appear in the background of any photos, as this may provoke a DOE rejection
No photos should appear as blanked or blacked out
6. Net Metering Application
The Net Metering Application and included design must match the current LUMA account holder information.
Document must be in the name of the current LUMA account holder
Included design must be in the name of the current LUMA account holder
All pages of the design must be signed and sealed
Document should NOT include the beneficiary education documents or any additional attached documentation
Lessons from the DOE
Use the reminders below to help catch common issues before submission.
Multiple Meters On-Site: If there are multiple meters on the property, please clarify the situation, such as the property ownership details, if meters are out of commission, etc.
Please confirm if the property is a single family home.
This includes second meters on site, multiple levels of the home, etc.
If the home is multi-level, please clarify the situation and obtain more context.
For example: “Lower level has the kitchen and living room area and the upper level is for the bedrooms.
If the LUMA account holder is deceased, there must be a new account holder.
If the account holder info changes, a NEW bill must be provided prior to submitting to the DOE.
All documents must be also be updated to reflect the new account holder’s name.
