DOE: "Will Not Proceed" Procedure

The DOE refers to projects that need to be cancelled as a category called “Will not Proceed”. Projects identified as "Will Not Proceed" may not move forward for one of the following reasons. The DOE requires that we provide the reason the project is not moving forward as a selection from the below list.

In certain cases, we will also need to provide additional information which is captured in the following form that prompts the user through the drop down list and any required follow up questions:

NOTE: Anyone filling out the form needs to be invited to have permissions to submit the form via email. Please email [email protected] with any requests for email addresses to be given permissions to access submitting the form.

Reasons a Project Will not Proceed:

Beneficiary no longer interested

Beneficiary cannot be reached (minimum 3 attempts)

  • List date of each attempt and contact method

Site is not solar-ready and solar-ready costs exceed $3,000

  • Requires providing additional details about specific scope of work, cost estimate and photos

100 or 500 year floodplain elevation requirements cannot be met

  • Requires documenting flood elevation and ground elevation at site

Site is located in a floodway

Beneficiary no longer resides at the Site (or passed away)

Rooftop not large enough to host a 3kW minimum size of PV

NHPA Section 106: SHPO adverse determination

NHPA Section 106: Site in Historic District and modules visible for public right of way

NEPA: Threatened or endangered species at the Site prevent installation

External hazards in the area that prevent installation

Duplication of benefits

Other (please specify)
